The technical difference is just 1 mph between maximum sustained winds of 73 mph for a tropical storm and 74 mph for a hurricane. In fact, this tropical storm could do as much or more damage as the hurricane did at landfall.Ĭan you tell the difference between the two in the graphic above? Harvey has recently "weakened" from a Category 1 hurricane to a tropical storm, but there really isn't a difference between the two.
